Sir:-

I laid before the Marquess of Salisbury your

letter of the 30th ultimo/forwarding a copy of Mr.

J.H.S. Lockhart's report of his recent visit to the

territory in the vicinity of Hongkong acquired under

the Convention with China of June 9th, 1898, and I am

to state that His Lordship entirely concurs in Mr.

Secretary Chamberlain's opinion as to the very valu-

able and interesting character of this Report, and

as to the assistance it affords in dealing with the

various questions involved.

With reference to the three points to which

Lord Salisbury's special attention is invited, I am

to state with regard to the first, namely, the juris-

diction to be exercised in Kowloon City, that His
